Central Coast TRAIN DAY, July 18, 2009

You may wonder why this event did not take place May 9 with other Train Day celebrations. At that time, Santa Barbara, CA, was having the Jesusita Fire, and their minds were occupied with the fires with little to celebrate at the time. This event date actually allowed many of us to attend today where we were not able to attend in May, since we were at celebrations in other cities. Most of the TrainWeb.com staff were at the Los Angeles Celebration. The following report and photos were by me, Carl@TrainWeb.com, as I enjoyed a nice trip on the Pacific Surfliner from Fullerton, CA, to Santa Barbara, through Los Angeles.

Train Day Festivities in Santa Barbara

The activities in Santa Barbara started with a ride on a southbound Pacific Surfliner to Carpenteria, detraining, and reboarding the northbound Pacific Surfliner #799, on which I was travelling, back to Santa Barbara. During the ride, and during the festivities, guests were entertained by Master Magician Mark Collier.


Dennis Story, Chair of Coastal Rail Now, had the only prepared information which was in the Press Release provided by KK Holland. He mentioned:

May 9, 2009, Amtrak used National Train Day to highlight the growing popularity of trains as convenient, energy efficient, environmentally sound ways to travel. We're here today talking to families in attendance about the importance of our work, and using the unprecedented support for passenger trains shown by President Obama to expand our membership.

We are also here today to talk about he importance of regional transportation in addressing the congestion and environmental challenges we face here in Santa Barbara and Ventura counties. If we are serious about giving people choices to get around, addressing congestion, and responding to state environmen tal legislation such as SB 375 and AB 32, we are going to need to work together. We are here today, as elected reporesentatives from Ventura and Santa Barbara counties to rise to that challenge and demonstrate that we have the resolve to address transportation issues on a regional level. We are going to need a solution that can take into account the challenges of the region as a whole, while helping individual communities find solutions to connect residents to the region at large.

People recognize on all levels that addressing transportation is critically important. Whether it's families dealing with the price of gas or just dealing with the economic pressures facing all of us right now, or the voters of Santa Barbara County approving measure A last fall to take the first steps toward addressing regional tranportation challenges with money for buses and trains, the need for a more comprehensive solution is obvious.

Certain major funding sources are only available to regional cooperation efforts. If we are to be successful, we will need a multimodal approach with solutions for everyone.

Paul had some thoughtful comments: All we need is more rail coaches and track (sidings). Compared to adding a lane of a freeway, this is not a costly proposition. There have been no new rail cars built in the last 15 years.

Central Coast Train Day rescheduled at Santa Barbara Train Station

Same event, same train ride, different date! Saturday, July 18th from 9AM till Noon

Southbound 774 train leaves Santa Barbara at 9:20, and Northbound 799 leaves Oxnard at 9:20

"Central Coast Train Day" plans include elected officials and others catching the 799 Surfliner north from the Ventura area, and picking up elected officials and others from the Santa Barbara area who rode the 774 south to Carpinteria. The trains schedule offers a unique opportunity for event participants to have a quick and easy train ride which will ultimately bring everyone to the Santa Barbara station at 10:12 AM for the Train Day events that will go till noon and begins with a press conference. Activities will go till noon, and includes Master Magician Mark Collier, a train cookie decorating contest, and food catered by Omni-Fresco Catering. See ticketing options below.

Some Ticketing Options

1. By registering at www.santabarbaracarfree.com you'll receive a discount code good for 20% savings on the Pacific Surfliner to/from all eight SBA county stations. Three day advance reservations are required.

2. Another option would be to purchase 10-trip ticket book which provides up to a 30% discount off the regular fare for travel between OXN and Santa Barbara. Five people can travel round-trip on one ten-trip ticket. The 10-trip tickets need to be purchased at a staffed station like Oxnard or Santa Barbara.

3. Amtrak also offers everyday 10% AAA discount (valid membership card required) and kids ages 2-15 always ride at half price. Kids under 2 are free and seniors age 62+ can request a 15% discount.

FYI, Amtrak will be providing the gift bags to the Train Day attendees that were distributed at our four major NTD events on May 9th. The bag will contain a coupon good for 50% off a companion ticket for travel after Labor Day.


Santa Barbara National Train Day May 9th Event POSTPONED

In light of current developments with the Jesusita Fire, the National Train Day event planned for the Santa Barbara Station has been postponed. Details about a new date will be sent out next week. The press conference, children’s activities and station events have also been canceled.

Refunds on train travel are available through Amtrak. There is a 10% fee for returns, but the ticket value can be applied toward future travel at 100% value for up to one year. Please contact AMTRAK at 800-USA-Rail, or online at Amtrak.com

"Why the folks inside the beltway don’t get it is beyond me," said former Governor, one time Presidential candidate, and past Amtrak Boardmember, Michael Dukakis. He was speaking to a packed Faulkner Gallery gathered to consider the future of transportation on the Central Coast.

The event was sponsored by ASERT, Alliance for Sustainable and Equitable Regional Transportation, a McCune Foundation sponsored joint venture of Santa Barbara based COAST and Ventura headquartered CAUSE.

Making a case for telling Washington to end the war and build a viable passenger and commuter rail network, Dukakis decried the current administration’s lack of support for rail and proclaimed it’s time to get started on the “Steel Interstate.” ASERT director, Carmen Ramirez, welcomed the crowd assembled in Faulkner Gallery and urged them to take action at the local level.

Rail Passenger Association of California (www.railpac.org) president, Paul Dyson, began the session with a vivid description of the challenges and opportunities that lay ahead on the way to beginning a commuter rail system.

Ventura County Supervisor, Linda Parks spoke for a renewed commitment to transit and rail in a time when reliance on the single occupant vehicle is breaking the family bank. Citing the pitfalls of continuing the status quo, Parks launched into a passionate and well-informed pitch for Maglev trains to revolutionize interregional transportation.

On-TRAC, the Transit and Rail Action for Commuters program initiated by the City of Santa Barbara was next on the agenda. Councilmember Grant House outlined the widely endorsed plan. OnTRAC begins with Amtrak trains between Oxnard and Goleta rescheduled for commuter-friendly service during the morning and evening peak periods.

The service will grow to include three dedicated commuter trains, Surfliners, Vista buses, kiss-and-ride and feeder service in Ventura, and distribution service by MTD and private employers.

A fully integrated transit/rail system benefiting Ventura County residents working in Carpinteria, Santa Barbara, and Goleta could provide an alternative to many years of construction-related congestion.

House urged those in attendance to support the extension of Santa Barbara County’s ½ cent transportation sales tax. Measure A (formerly Measure D) is set to include $25 million for commuter rail and dedicated funding for MTD.

Supervisor Parks pointed out that self-help counties have access to Federal and State funds not available to counties that do not provide transportation funding at the local level.

Governor Dukakis acknowledged COAST, CAUSE, and ASERT for taking their commitment to alternative transportation, the environment, and social equity into action.

Later, over refreshments at Stateside, Kitty Dukakis revealed that she often brings a book to read while Michael lectures. Today, she exclaimed with a smile, the program was so interesting, she left the book in her bag.


COMMUTER RAIL UPDATE

December 21, 2007

LOSSAN –the Joint Powers Agency overseeing the San Luis Obispo/San Diego rail corridor- has endorsed the On-Trac plan prepared by the City of Santa Barbara. Members of LOSSAN board offered assistance, not only with the Rail/Transit parts of the plan, but also with renewal of Measure D.

Mary Travis of the Ventura County Transportation Commission (VCTC) and Mike Powers of the Santa Barbara County Association of Governments (SBCAG) are drafting a memorandum of understanding (MOU) to work together on commuter rail (similar to the MOU crafted to create and fund the Coastal Express/Vista bus service).  Patrick Merrill of Caltrans Rail Division agreed to have his staff do research on possible rescheduling of Amtrak trains. He used the term "Commuter Friendly Rail" service and "Commuter Friendly Amtrak" service. 

The City of Santa Barbara will be sending a letter to Ventura City Council requesting to place on their agenda a request to endorse On-TRAC. Supervisor Steve Bennett and the Chamber of Commerce will also be invited. Finally, representatives of CAUSE and COAST are coordinating grassroots efforts in the overall advocacy for alternative transportation, transit, and rail for the workforce that is most affected and that can most benefit.

• WHAT OTHER COMMUNITIES ARE DOING WITH COMMUTER RAIL •

CoastalRailNow’s vision for a regional commuter rail service on the existing heavy rail tracks between Santa Barbara and Ventura County is even more compelling since the defeat of Measure D 2006. The widening of Highway 101 south of Milpas to the county line will likely be pushed out beyond the current completion estimate of 15-20 years, and makes commuter rail an even more exciting and sensible option in the near term with its 4-5 year estimate.

Our advocacy, which began over 3 years ago, has seen a number of commuter rail service startups in the U.S. recently. In Nashville the Music City Star began service in September with used equipment for $35M. In New Mexico the Rail Runner service began in June, running north and south of Albuquerque and took just 3 years from inception to completion. In Portland, Oregon a new Tri-Met commuter rail service will operate on an existing heavy rail line utilizing DMU’s from Colorado Railcar.

Paul Dyson, rail consultant and President of RailPAC (Rail Passenger Assoc. of CA) has offered an alternative to the Wilbur Smith Commuter Rail Study done for SBCAG last year. DysonRail’s study offers a 3-tiered expenditure plan that would result in a commuter rail system that could be had for half the $87M WS estimate. With “Highway 101 Improvements” slated to begin next year, there will be added congestion along the corridor, and will leave people begging for the commuter rail service which was included as part of the 101 In Motion Final Package that was rolled into Measure D 2006.

CoastalRailNow will continue to advocate for regional commuter rail service, and it remains the best way to easily move people between our counties during commute hours.

Michael Dukakis Plugs for Commuter Rail and Pays a Visit to CoastalRailNow.org supporters

On Sunday, February 6 2005 Michael Dukakis visited with CoastalRailNow.org supporters at Chuck's Endless Summer ahead of his appearance on Monday at the City of Santa Barbara's Commuter Rail Forum.

At Monday's forum Dukakis came out with strong support for commuter rail.

"I wouldn't spend another nickel to widen the highway," said Mr. Dukakis, a
former Amtrak board member. "When it's all done, it won't work. If you do
it, it will be bumper-to-bumper in two years."

CoastalRailNow.org's Outreach In Western Ventura County

CoastalRailNow.org has been making its presence felt in Downtown Ventura at the Saturday farmer's market. We have had a presence there since July 17, 2004. Since then we've gathered over 100 new contacts and distributed hundreds of postcards, brochures, and bumper stickers.

The strong interest caught the eye of the Ventura County Star, see the August 18, 2004 article in In The News.


RAIL MOST POPULAR TRANSPORTATION SOLUTION FOR SOUTH COAST

In a June 28 memo to the 101 In Motion Stakeholders Advisory Committee, the 101 In Motion Project Team presented preliminary results from their community outreach efforts. County-wide, 45% of those who provided feedback listed rail as the long-term solution they felt would be most effective for improving traffic congestion along the South Coast. This made rail the most popular solution and was a full 10 percentage points ahead of the next most popular solution, adding lanes to the freeway.
